We presently provide the property management services for the City. We maintain the vast majority of properties that are listed in Exhibit 1 of this RFP. Specifically, Spectrum provides real property maintenance related services for: the Skyland Shopping Center; Fort Lincoln; the McMillan Reservoir; the majority of the properties on the Southwest Waterfront; and most of the other individual properties located throughout the City. Spectrum started servicing these properties for the City, when the properties were initially transferred to the City in October of 2007.

Spectrum currently provides the City with the following property related services, for all of the above referenced properties: Collect and dispose of litter and trash; Report illegal dumping and arrange for garbage to be removed; Report abandoned vehicles and arrange for their removal; Mow bi-weekly and Monthly from August to November; Remove brush; Collect and remove leaves from designated properties; Remove graffiti; Spread ice melt on sidewalks prior to snowfall and promptly remove snow and ice from sidewalks; Clear catch basins of debris; Remove debris from gutters and down spouts; Make repairs to fences and gates as needed to keep them in good working order; and make improvement or repairs to ensure that vacant buildings remain secure.

In addition to the above referenced services, Spectrum develops proposals, budgets, and cost analysis to: improve the aesthetic appearance of portfolio properties; and to make needed repairs, and enhancements to all the properties in the portfolio, on an as needed basis. Spectrum developed a proposal, created a budget, coordinated and facilitated the massive clean-up of Skyland Shopping Center (Skyland). During the clean-up, Spectrum extricated over ten 30-yard dumpsters of trash, which were filled with debris that was illegally dumped in the woods of Skyland. Spectrum was also responsible for erecting over 1000 feet of fencing to enclose the wooded section of Skyland.

Spectrum is composed of experienced real estate professionals. One of the principals of Spectrum is a Washington, DC attorney with extensive expertise in real property related matters. Another principal has exceptional knowledge of real property management, acquisition and development. Spectrum’s staff and consultants are seasoned project and asset managers. This real property talent allows Spectrum to competently negotiate new lease agreements, facilitate the collection of rents and fees owed to the City, enforcing the terms of existing leases, and making income and expense projections. As a cohesive unit, Spectrum is capable of delivering extraordinary comprehensive asset and property management services.

When properties in our portfolio require management needs outside of Spectrum’s direct skill set, we have assembled a team of experienced subcontracting professionals to assist us on an as needed basis. Spectrum has existing and long standing relationships with qualified and local professionals that provide property related services.
